The Defense Intelligence Agency (DIA), through the Virginia Contracting Activity, has issued solicitation HHM40226COMET for the Contract Operations for Missile Evaluation and Testing (COMET) program. This requirement supports the Missile and Space Intelligence Center (MSIC) by providing research, development, and sustainment for hardware, systems, and software capabilities. These efforts enable foundational military intelligence (FMI) and all-source analysis for the DIA, Department of Defense, and national intelligence partners. Work includes national defense R&D services and experimental development classified under PSC AC23 and NAICS code 541715 for Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).
The government intends to award a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with an anticipated ten-year period of performance, consisting of a five-year base ordering period and one five-year option. Task orders issued under this vehicle may include Cost-Plus-Fixed-Fee, Firm-Fixed-Price, and Time-and-Material provisions. While the solicitation is designated with set-aside code SBP (SBP), the agency indicates an unrestricted, full and open competition. Performance will take place at Redstone Arsenal, Alabama, and other locations to be determined. All personnel must possess a TS/SCI clearance, and offerors must have a Top Secret facility clearance.
Proposals are due by 12:00 PM CST on April 27, 2026. Recent amendments to the solicitation have restructured the Statement of Work, updated the evaluation criteria and instructions to offerors, and clarified requirements for Sensitive Compartmented Information Facility (SCIF) evidence. Specifically, offerors with SCIFs accredited by other agencies may provide evidence of an initiated co-use or joint-use sponsorship process at the time of submission. The solicitation package includes 19 attachments, such as multiple solicitation amendments and an abstract sample for proposal completion.
