Asbestos, lead-based paint (LBP) and PCB in building materials surveys were completed by licensed inspectors. The results are included as government furnished information (GFI). No asbestos-containing materials (ACM) were found at all three FAA facilities. Lead was not found in the soil above the FAA action level of 200 mg/kg at RVS and TJY OMs. LBP was not found on building materials, however, the orange-painted OM antennas at RVS and TJY were not sampled, and based on similar FAA projects, are presumed to contain LBP and shall be disposed as such. The Department of Transportation’s Office of the Secretary and the Volpe Center require demolition, removal, and restoration services at FAA Western and Central facilities located in Tulsa, OK. The Federal Aviation Administration no longer utilizes the equipment or buildings at these sites and requires the removal of environmental hazards, infrastructure, and onsite structures prior to relinquishing the properties. This project involves site preparation at the RVS and TJY Outer Markers (OM), as well as the removal of a former tank and related infrastructure at the DEN TANK facility, which is co-located at an active FAA complex. This requirement is a small business set-aside designated under the SBA acronym and explanation.
The contractor is responsible for conducting work in accordance with federal, state, and local requirements, following the most stringent standards. Primary tasks include the preparation of a Demolition, Remediation/Removal, and Restoration Work Plan detailing the technical approach and schedule for all disposal and site restoration activities. While asbestos-containing materials were not identified in site surveys, the contractor must manage and dispose of orange-painted OM antennas at RVS and TJY as presumed lead-based paint materials. The contractor is also responsible for obtaining all necessary permits and reviewing government-furnished site survey reports to guide the demolition procedures.
