FY27 Synopsis of City Pair Program

The General Services Administration (GSA) Federal Acquisition Service (FAS) Office of Acquisition Operations is seeking scheduled certificated U.S. airlines to provide government-wide passenger transportation services for the FY27 City Pair Program. This procurement involves over 18,000 domestic and international airport or city pairs, facilitating the movement of passengers for nearly all federal agencies and other authorized users. The requirement-type contracts will span a one-year period of performance beginning October 1, 2026, and include one two-month and one one-month option period. Travel agent services are not included in this solicitation.

Eligible air carriers must possess appropriate Federal Aviation Administration certification and obtain approval from the Department of Defense (DOD) prior to award. Additionally, participants must be part of the Civil Reserve Air Fleet (CRAF) program or obtain a Letter of CRAF Technical Ineligibility from the United States Transportation Command.
