Federal Aviation Administration The Enterprise Programs, Infrastructure, and Communications Services (EPICS) Support Service Contract for the Communications, Information & Network Programs Group. Amendment 2 publishes the FAA's responses to vendor comments on the EPICS SIR. New versions of all SIR sections and attachments which were affected by the FAA's responses are issued with "Amendment 2" in their titles. 1. This Request for Offer - SIR is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.3.11. Interested parties are advised that the FAA is issuing a Screening Information Request for proposals in response to the EPICS scope of work. 2. Description of the Required Services: The EPICS contract will obtain support services that will support programs within the FAAs Communications, Infrastructure and Network Programs (CINP) Group and related programs in accomplishing their mission objectives. The CINP is responsible for the implementation, management, and execution of communications infrastructure programs supporting the National Airspace System (NAS) and non-NAS systems and networks. 3. All work must be accomplished in accordance with the attached SIR (and attachments). The FAA contemplates award of two Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with fixed-price and time-and-materials task orders resulting from this Screening Information Request. 4. This requirement is a partial set-aside for Small Businesses. The NAICS code applicable to this requirement is 541330 Engineering Services, Except Military and Aerospace Equipment and Military Weapons. The business-size standard for this NAICS is $38.5M average annual gross revenue, based on an average of the three most recent fiscal years. 5. Offerors must be registered with the System for Award Management (SAM) on the date established for receipt of offers. Offerors must complete and return the attached Business Declaration Form (Section K) with their proposals. The FAA reserves the right to review and verify each Offerors program eligibility. 6. Potential Offerors should note that the FAA reserves the right to communicate with one or more Offerors at any time during the SIR process. This SIR is not to be construed as a contract or a commitment of any kind. 7. The Government will not be liable for payment of any costs attributable to the preparation and submission of proposals. 8. All questions regarding the SIR must be received via the Government-established (Offeror-specific) Knowledge Sharing Network (KSN) site no later than 2:00 P.M. EDT on May 11, 2016, to allow for responses to be provided prior to due date for receipt of proposals. 9. All Offeror submissions to this SIR must be made via the secure, Government-established (Offeror-specific) KSN site. 10. Offerors must register for a KSN site using the form contained at the following URL: http://tinyurl.com/gm3agnj. Offerors will be notified via e-mail when their KSN Offeror Site has been established. If an e-mail notification is not received within five (5) businesses days from its request, the Offeror must resubmit its request and notify the Contracting Officer, Charles McGovern, at [email protected]. Any registration requests received after 2:00 p.m. EDT, June 6, 2016, will not be considered, in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals, incorporated by reference in the SIR. If all requested submission information is not furnished, the Offeror response may be determined ineligible for award. 11.
