Prefabricated Timber Crossing Panels

The Department of the Army, MICC-Fort Drum, issued this combined synopsis/solicitation, identified by solicitation number W911S225U0867, for the procurement of prefabricated timber crossing panels. This requirement is designated as a total small business set-aside (SBA) under NAICS code 336999, All Other Transportation Equipment Manufacturing, and PSC 2250, Track Material, Railroad. The scope of this acquisition involves the delivery of 88 panels to support the repair and replacement of eleven standard rail gauge crossings, totaling 704 track feet. Each 8-foot panel section must be manufactured from full-depth creosote-treated hardwood, primarily oak, with a required creosote retention of 7 pounds per cubic foot. These panels require detailed cuts, notching, beveling, and drilling to fit inside the rail gauge and outside on the rail field side.

Technical requirements specify that the panels must accommodate 100-lb AREA rail positioned on 10-foot cross-ties. While the panels must be manufactured to allow passenger vehicles to cross the rails and ties, they are not to be pre-drilled for fasteners, and no fasteners are included in the requirement. The creosote treatment is specified to provide protection against decay fungi and insects while restoring the natural elasticity of the wood.
