Original Description

The NAVSUP Fleet Logistics Center (FLC) Norfolk, Groton Contracting Office, Groton, CT intends to solicit and award an Indefinite Delivery/Indefinite Quantity type contract with Firm Fixed Price provisions using Full and Open Competitive procedures for Cable Television Services for Naval Station Newport, RI. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.5 Test Program for Certain Commercial Items and FAR Subpart 16.5 Indefinite Delivery Contracts. The vendor shall provide hard-wire cable telecommunications (television) services for various locations at the U.S. Naval Station Newport, RI. The requested cable television service subscriptions shall include Naval Station Newport, its tenant commands, barracks facilities, and specific areas as listed in the Statement of Work. This requirement is a follow-on effort to contract N00189-06-D-0029 that is currently being performed by Cox Rhode Island Telecom, LLC. The requirement for Cable TV Services will consist of a one-year base period of performance that will commence on 01 October 2015 and conclude on 30 September 2016, and include option provisions to incorporate four one-year option period thereafter that would conclude on 30 September 2020. The North American Industry Classification System (NAICS) code for this acquisition is 515210, Cable and Other Subscription Programming, and the Size Standard is $38.5M. By submitting an offer, the Offeror/Quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of a quote, the vendor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
