NASA GSFC has a requirement for the continuation of Earth Observing System Data and Information System (EOSDIS) Evolution and Development 3 (EED -3) services. NASA/Goddard Space Flight Center (GSFC) plans to award a sole source modification to award a one (1) year extension and increase the maximum ordering value to the Earth Observing System Data and Information System (EOSDIS) Evolution and Development 3...
View moreThe current contract expires on January 31, 2027, and it is necessary to issue this one (1) year extension and increase the maximum ordering value in order to allow for continued performance while the follow-on procurement is being conducted. The Draft Request for Proposal (DRFP) for the Earth Science Data and Information System (ESDIS) Next (ENX) procurement is in progress and expected to be released by the Summer of this year.
NASA GSFC intends to issue the modification on a sole source basis to Raytheon Company in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.”
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 p.m., Eastern Standard Time, on June 18, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications ARE NOT acceptable in response to this notice.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) intends to issue a sole-source modification to contract 80GSFC21C001 for the Earth Observing System Data and Information System (EOSDIS) Evolution and Development 3 (EED-3) services. This modification will provide a one-year extension and increase the maximum ordering value of the existing Cost-Plus-Award-Fee (CPAF), single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract held by Raytheon Company. The extension ensures continued support for the development, maintenance, and operation of EOSDIS while the follow-on procurement, Earth Science Data and Information System (ESDIS) Next (ENX), is being conducted. Performance takes place in Riverdale, Maryland, under NAICS code 541512 for Computer Systems Design Services and PSC DA01 for IT and Telecom - Business Application/Application Development Support Services (Labor).
The scope of work involves supporting several Distributed Active Archive Centers (DAACs) and improving the reliability, functionality, and performance of EOSDIS hardware and software systems while reducing costs. Primary drivers for requirements include support for the Surface Water and Ocean Topography (SWOT) and the NASA-ISRO Synthetic Aperture Radar (NISAR) missions, alongside the decommissioning of the EOSDIS Core System (ECS). These missions require the contractor to prototype and transition significant components of EOSDIS infrastructure from on-premises information technology to the commercial cloud.
As this requirement is being fulfilled as a sole-source action, there is no set-aside designated for the extension. The government does not intend to acquire a commercial item for this effort. Organizations may submit capabilities and qualifications to the designated point of contact by June 18, 2026, to be evaluated for the purpose of determining whether to conduct the procurement on a competitive basis. The current contract is scheduled to expire on January 31, 2027, and the Draft Request for Proposal for the ENX follow-on is expected to be released in the summer of 2026.
