This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. The associated North American Industrial Classification System (NAICS) code for this procurement is 541990, with a small business size standard of $15 Million. The Wilkes-Barre VAMC is seeking a Contractor to identify, inspect and repair fire and smoke doors IAW the SOW. All interested companies shall provide quotation(s) on the attached line items. Please note Task 2 is estimated quantities for evaluation purposes. Services: STATEMENT OF WORK Inspect Fire and Smoke Barrier Doors General: The scope of work shall generally consist of, but not necessarily be limited to, providing all labor, management, materials, tools, and equipment, required to identify all fire doors and (or) smoke doors located on a smoke barrier shown in the 2017 Life Safety Assessment drawings. The contractor will inventory, labeled, categorize, inspect, annotate deficiencies and compile a report as described in Task 1. Under Task 2 the government may elect to repair deficient doors based on the price schedule. The all inspections and repair of doors will take place at the Wilkes Barre VAMC located in Wilkes Barre, PA. The contractor shall use the most recent version of National Fire Protection Association (NFPA) codes as applicable for the inspection (NFPA 101 / 2018edt, NFPA 80 /2016edt, NFPA 105 /2016edt, NFPA 99 / 2018edt and or any other NFPA codes by reference) Generally, work hours are limited to Monday through Friday 7:00AM to 4:00PM without prior coordination with the Contracting Officer Representative (COR). After hours work may be allowed but could be limited to select areas (i.g. corridor doors, Emergency Room, Boiler plant, mechanical rooms), but not areas where it may disturb patients. Contract Task: Task 1: Inspection of Doors. Using the WBVAMC 2017 Life Safety Assessment (LSA) drawings and possibly the 2013 LSA the contractor shall identify all doors to be inspected based on the drawings showing fire barriers, rated room, and smoke barrier doors at all locations shown in the 2017 LSA. The contactor shall develop an inventory of all fire doors and smoke barrier doors to be inspected. The contractor shall inspect all doors identified as fire and or smoke barrier doors in accordance to established protocols found in NFPA 80 /2016edt and NFPA 105 /2016edt. The contractor shall label all door frames with a vinyl sticker indicating inspection date and have a QR code specific to the door and linking to a database that will retain the specific information about the door. Database door information shall include the type of door, location (room information), new naming convention with cross reference of existing facility naming convention, inspection criteria, Pass/Fail, photos, information about failure/ deficiencies and recommendations on corrections. (e.g. minor repair maintenance to correct, correct screw holes, Repair by frame replacement, Repair by door replacement) The database shall be accessible via the internet and downloadable in to an excel file. The inspectors qualifications shall not be less than the 5 years of experience installing and inspecting fire doors at least one member of the field inspection team shall be qualified to field label fire doors. Other atypical barriers at WBVAMC: The contractor shall inspect 3 West automatic accordion smoke door, Basement North Pharmacy window roll-down smoke barrier, Boiler plant sliding 90min fire door and Boiler plant cross corridor doors. Both boiler plant doors use fusible links, the links shall be replaced during the course of the inspection. The contactor shall not inspect elevator landing doors or cab doors. Temporary contractor installed 45min construction area ICRA doors do not need to be inventoried or surveyed. Doors located on a fire/smoke barrier maybe partially in a construction area and shall be inspected (e.g. electrical vault room has a 90min door one side of the door has electrical switch gear the other side is within a construction area) The onsite inspection of the doors shall be completed no later than July 31, 2018. The contractor shall compile a report and submit the report in within 30 days from the conclusion of the inspection. The contractor shall provide two hard copies of the inspection report and also provide the report electronically in PDF format. The contractor developed database shall be maintained online for 6 months from date of award. Task 2: Repair of doors a. The contractor shall provide a price schedule for the following repairs. Quantities are estimated for evaluation purposes only. Quantities are not guaranteed. Separate order will be issues as needed/if needed only. The government may or may not elect to use Task 2 for repair of fire or smoke doors. Should the government elect to have the doors repaired under this contract the repair work will be done after the door inspection report has been delivered. This work associated will be issued by task order if required by the VA. c. The repair work shall commence 30 days after an agreement of line items and doors to be repaired is made by the contracting officer. d. The period of performance for Task 2 after the receipt of inspection report and end 1 year from the contract award date.
