NNC A&AS Technical Rescue Trainings and Curriculum Development

The Department of the Air Force, through the FA2518 USSF SPOC/SAIO office, is seeking Spanish-language technical rescue training and curriculum development to support Mexico's National Civil Protection School (CENAPRED). This small business set-aside focuses on creating and delivering Rope and Trench Rescue programs across Awareness, Operations, Technician, and Train-the-Trainer levels. Performance takes place primarily in Mexico. Amendment 1 has updated the requirements to include a revised Performance Work Statement (Revision A1), an updated CLIN price sheet, and responses to 37 vendor questions. Evaluation will follow a subjective trade-off methodology based on technical subfactors for curriculum design and international adaptation. Proposals are due June 10, 2026. The scope requires all deliverables to be in Spanish and all instructors to hold NFPA Technician-level certification. The contractor will manage all logistics, travel, and specific training materials under a firm-fixed-price contract. The performance period includes two phases, starting in July 2026 and concluding in April 2028.
