3. SOLE SOURCE JUSTIFICATION
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Spider Staging is the only qualified source for this procurement as their product possesses unique designs and capabilities essential for hazardous maritime operations that are not available from any other source.
Justification for sole source is based on the following:
Exclusive Technology: The Air Spider is the only personnel-rated system featuring an enclosed, self-contained winding drum that spools 250 feet of cable directly onto the hoist frame. This proprietary design is critical for protecting the wire rope and internal gears from destructive paint overspray, sandblast grit, and saltwater corrosion during ship maintenance. Alternative traction hoists leave the cable exposed and are unsuitable for this environment.
NAVSEA Compliance for Hazardous Environments: The pneumatic, spark-free motor meets strict NAVSEA standards for hot-work in explosive atmospheres such as fuel tanks and ammunition magazines.
Shipboard Accessibility: The unit features a tool-less modular assembly, allowing it to be disassembled to fit through narrow 18-inch naval tank hatches—a critical requirement for this application.
AEL Mandate: At the time of this notice, the Spider Staging ST-17 is the only approved technical solution listed on AEL 2-33MSC0011 for this requirement. Sourcing any other product would fail to meet these established technical requirements and compromise safety.
4. PURPOSE OF THIS NOTICE
This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Interested parties must provide clear and convincing evidence that they can meet the Government's requirements as detailed above. Capability statements must be submitted to the Point of Contact no later than the closing date if this notice.
The Department of the Navy, Supervisor of Shipbuilding, Conversion and Repair, intends to award a firm-fixed-price, sole-source contract to Spider DBA SafeWorks, LLC for the procurement of two Air Spider ST-17-3-250 personnel-rated work baskets. This equipment is required to support the outfitting of the TAO-210 in San Diego, California, as mandated by Allowance Equipage List 2-33MSC0011. The requirement is classified under NAICS 333923 Overhead Traveling Crane, Hoist, and Monorail System Manufacturing and PSC 5440 Scaffolding Equipment and Concrete Forms. The anticipated delivery date for the units is July 30, 2026.
The sole-source justification under FAR 6.302-1 is based on the proprietary design of the Air Spider, which features an enclosed, self-contained winding drum that protects the wire rope and internal gears from saltwater corrosion, sandblast grit, and paint overspray. The pneumatic, spark-free motor meets NAVSEA standards for hazardous environments, and the modular assembly allows the unit to be moved through 18-inch naval tank hatches. As the only approved technical solution on the relevant Allowance Equipage List, this specific model is required to maintain shipboard accessibility and safety compliance during maritime operations.
While this special notice is not a request for competitive proposals, the agency will consider capability statements or quotations from responsible sources submitted by the June 15, 2026, deadline. Submissions must provide evidence of the ability to meet the technical requirements, including the specified proprietary technology and NAVSEA compliance. All correspondence regarding this notice should be directed to Roy Jones at the Department of the Navy.
