This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated for this effort. Purpose and Objectives: 1. Network Contracting Office (NCO) 2 is issuing a notice of intent to pursue a non competitive procurement with UB Genomics and Bioinformatics Core, State University of New York at Buffalo for (Human) mRNA Sequencing, Bioinformatic Analysis and related services on behalf of the Buffalo VA Medical Center in Veterans Integrated Service Network (VISN) 2. 2. In accordance with procedures prescribed in FAR 13.106, it was determined that competition would not be appropriate because the Authorized or Required by Statute authority under FAR 6.302-5 is met. Services are authorized by statute through VA Directive 1663, Title 38 U.S.C. 8153 may be used to sole source commercial services in support of VA Research. The Department of Veterans Affairs, Buffalo VA Medical Center has an affiliate agreement with the State University of New York at Buffalo and requires continuity of services for study integrity. 3. The anticipated contract action is hereby publicized in accordance with FAR 5.101 and 5.203. 4. The purpose of this notification is to communicate the Governments intent to solicit and award a non-competitive procurement for human sample sequencing, bioinformatic analysis and related services for use of multiple Government Investigators/ Research Scientists. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. 5. The VA Medical Centers Research Department in Buffalo, NY requires a five year, fixed-price Indefinite Delivery, Indefinite Quantity (IDIQ) contract with UB Genomics & Bioinformatics Core. 6. The NAICS code is 541714 Research and Development in Biotechnology (Except Nanobiotechnology) 7. The Size Standard is 1000 Employees 8. The Product Service Code is AN12 R&D- Medical: Biomedical (Applied Research/Exploratory Development) 9. The Government intends to procure this sole source requirement under FAR Parts 12, 13 and 16. 10. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This notice of anticipated contract action is published as required by 15 U.S.C. 637(e), 41 U.S.C. 1708, and implemented by FAR 5.201(a). A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
