Water Quality Management ASHRAE Plans

The Public Buildings Service is issuing this sources sought notice, identified by solicitation number 47PH5326N0002, to identify capable sources for the development of a Water Management Plan (WMP) for building water systems within the United States. The primary objective is to establish risk management requirements for legionellosis in accordance with ASHRAE Standard 188 and Guideline 12. This initiative focuses on maintaining water safety and preventing stagnation-related issues through active monitoring, testing, and maintenance. The required services fall under NAICS code 325998 (All Other Miscellaneous Chemical Product and Preparation Manufacturing) and PSC H946 (OTHER QC/TEST/INSPECT- WATER PURIFICATION AND SEWAGE TREATMENT EQUIPMENT). No set-aside has been designated for this requirement.

The scope of work involves monitoring chlorine levels and temperatures at point-of-use outlets, cleaning or replacing aerators and showerheads, and performing validation testing of equipment. The WMP must prioritize routine maintenance over remedial actions like flushing. Development of the plan must comply with several standards, including GSA Order PBS 1000.7B and Desk Guide for Water Quality Management, AIHA guidelines, and CDC protocols for controlling Legionella in potable water systems.
