Indefinite Delivery Indefinite Quantity (IDIQ), Design Build (DB)/Design-Bid-Build (DBB), Multiple Award Construction Contract (MACC) for U.S. Navy Support Facility (NSF), Diego Garcia, British Indian Ocean Territory (B.I.O.T)

Amendment 0004: Extends the RFP from 1 Apr 2021 to 8 Apr 2021 at 2:00 PM (JST) and revises proposal submission instructions. Amendment 0003: Extends the RFP from 19 Mar 2021 to 1 Apr 2021 at 2:00 PM (JST) and provides Government responses to pre-proposal inquiries (61-277). Amendment 0002: Extends the RFP from 05 Mar 2021 to 19 Mar 2021 at 2:00 PM (JST) and provides Government responses to pre-proposal inquiries (13-60). Amendment 0001: Incorporates Change Notice No. 001 for Seed Project, replaces Section 00 10 00 - Solcitation C. Description of Seed Project, adds DFARS provision and clause (252.204-70019 and 252.204-7020), and provides Government responses to pre-proposal inquires (1-12). This acquisition is for Indefinite Delivery/Indefinite Quantity (IDIQ) Design-Build (DB)/Design-Bid-Build (DBB) Multiple Award Construction Contracts (MACC) for U.S. Navy Support Facility Diego Garcia (NSFDG), British Indian Ocean Territory (BIOT), with a five-year ordering period. The resultant MACC, will be used to issue Task Orders for the design and construction of new construction, renovation/modernization, and routine repair/maintenance projects at U.S. Navy Support Facility Diego Garcia (NSFDG), British Indian Ocean Territory (BIOT). The proposed scope of work will be specified in each Task Order and may include, but is not limited to, office renovation, building demolition, built-in equipment repair/replacement, piping repair/replacement, pipe lagging, electrical work, mechanical work, road pavement, fencing, roofing, painting, site work, removal and disposal of lead based paint and asbestos containing material, welding, and masonry in the Diego Garcia area. The Not-to-Exceed (NTE) amount for all the MACC contract awards combined is $249,000,000; it is not the maximum value of each individual MACC contract. The NTE capacity for the contract will be tracked using the U.S. dollar obligated amount of Task Orders and modifications at the time of execution. Task orders will range between $150,000 to $50,000,000 but may be other amounts by mutual agreement of the Government and Contractor. Minimum guarantee is $100,000 each contract. A Task Order for the minimum guarantee will be issued concurrently with the award of the basic contract for the Offerors award a MACC, but not awarded the seed project. There is one (1) seed project for this solicitation, which will be awarded at the time of award of the MACC contracts. Title: Design-Bid-Build Repairs to GEODSS OPS BLDG. F-631/F-632 at the US Navy Support Facility Diego Garcia, BIOT, Work Order Number (WON) 1585121 Per FAR 36.204, the magnitude of the seed project is between $1,000,000 and $5,000,000. RESTRICTION: In accordance with the 1987 Exchange of Notes, operations and construction contracts applicable to the United States military installations on Diego Garcia shall henceforth be awarded by United States military authorities to joint-ventures exclusively between United States and United Kingdom firms unless no qualified joint-venture firm submits a reasonable offer for such contracts, in which case they shall be opened to United States firms.
