AMENDMENT 2 Changesthe Offeror technical proposal due date in Section C.3 from 3:00 p.m. EDT on July 31st to 3:00 p.m. EDT on August 1, 2023. In addition, Amendment 2 incorporates the following: 1) Supplier questions submitted by the July 17th, 2023 deadline and GSAs answers to those questions, 2) A revised solicitation with the technical proposal due date of 3:00 p.m. EDT on August 1, 2023, 3) A revised Exhibit 1 including a sheet titled Updates. 4) A revised Attachment 1: Technical Proposal Checklist, 5) A revised Attachment 3: Price Component Confirmation Table, 6) A requisition number has been added to Block 1 of the SF1449 and the Amendment 1 SF30. All other terms and conditions remain unchanged. SOLICITATION 47PA0723R0003 FY23 R2 NY Competitive Electric Buy The U.S. General Services Administration (GSA) intends to award a contract for the supply of all electricity supply commodity components up to the Delivery Point for Federal facilities located in the Local Distribution Utility service territories within the state of New York. The Delivery Point for such electricity shall be the independent system operator (ISO)/utility interconnect for the specific facilities. The Government is soliciting offers for a 36-month delivery period and placed its requirements into six (6) Pricing Groups. The service start date for all accounts shall begin with the first utility meter read date as specified by the utilities for the month of November 2023, May 2024, or June 2024. The total annual estimated quantity to be solicited is 168,563,937 kilowatt-hours (kWh). The contract(s) awarded will be Firm Fixed-Price and the solicitation is issued as a Request for Proposal. Additional requirements may be added by amendment. Please review all documents and attachments to this solicitation. Any contract award(s) will only be made to an offeror, who, at the time of award, is licensed by the state public utility commission, namely the New York Public Service Commission (NYSPSC), to provide electric supply to retail electric customers, are Electronic Data Interchange (EDI) and otherwise, suitably qualified by the LDUs in which physical delivery will take place.
