The Naval Facilities Engineering Command, Specialty Center Acquisitions, NAVFAC (SCAN), Port Hueneme, CA intends to award a modification against the task order utilizing Recovery Act of 2009 funding. The work to be performed includes additional services for the design, purchase equipment, installation, build, and testing of an AMI system for utility metering at the Naval Base Ventura County (NVBC) Port Hueneme, CA. Award of the modification was anticipated on May 2010. FOR OFFICIAL USE ONLY UNTIL RELEASED BY DOD RECOVERY ACT of 2009 PROPOSED CONTRACT ANNOUNCEMENT Square D Company (large business), Palatine, IL 60067 was awarded modification 04 against task order N62583-08-D-0137-0002 using Recovery Act of 2009 funding to furnish and install additional advanced metering infrastructure at Naval Base Ventura County, CA. for a total amount of $2,351,924.00. The task order was awarded under an existing multiple award construction contract for design and installation of electric, gas, steam, and water metering to provide utility and energy monitoring at Navy locations world-wide. Work will be performed at Naval Base Ventura County (NBVC) in Port Hueneme, CA. The Naval Facilities Engineering Command, Specialty Center Acquisitions, NAVFAC (SCAN), Port Hueneme, Calif., is the contracting activity (contract number N62583-08-D-0137-0002). The work to be performed includes the design, procurement, installation, and testing of building level advanced metering solutions in support of the Energy Policy Act (EPACT) of 2005 at the Navy Region Southeast. This will allow the Navy to cost-effectively allocate and manage electricity, natural gas, and water commodities. Contract fund type for modification 04 is against task order 0002 and are provided by the American Recovery and Reinvestment Act of 2009 (ARRA). Proposed award for this modification was May 2010. This contract action was accomplished using other than competitive procedures because this is a task order where an exception to fair opportunity requirements was approved as this is a follow-on order/modification to a competitive initial order (FAR 8.405-6 (B)(2). The current MACC has three companies in competition. Each company offers a different solution in terms of meters choice, software programs, etc. based on the individual company's inherent capabilities as well as business/partnering relationships that they have. Bringing in new contractors and subcontractors with different meters and communication equipment before the original NBVC AMI network is installed and commissioned violates good engineering, economic, and business sense. The process of starting up any new communication network is highly technical and labor intensive, and requires a complex quality and information assurance process involving both the contractor and the Government. In this specific case, installing and commissioning the NBVC AMI network is dependent on Square D Company engineers, firmware, software, computers, radios, NBVC site approvals, safety\security approvals, and other communication tools. Given these many variables, adding a new contractor with different meters, communication components, and approvals at this time is logistically daunting, and will cause partial or even full duplication of specialized labor and materials. An award to any other source would likely result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The most important part of a successful AMI system is the communication network. Installing this network and receiving authority to operate (ATO) requires a complete certification and authorization process, including a comprehensive information assurance plan with a CNIC N6 approved DIACAP package. The existing network is not complete, and is awaiting essential components, including DIACAP approval, NBVC site approval, and a data acquisition server. All these components depend on detailed technical information provided by the Square D Company. Introducing a different contractor to extend the network and make changes to the existing components before completion introduces great risk to the Government.
