Sole Source for Youth Residential Treatment Center Services for Portland Area Indian Health Services

The Indian Health Service (IHS) Portland Area Office intends to award a firm-fixed-price commercial services contract to the Native American Rehabilitation Association of the Northwest, Inc. (NARA) for continued youth residential treatment center services. This requirement involves 24-hour residential substance use disorder treatment, clinical services, case management, and culturally responsive programming for eligible American Indian and Alaska Native male and female youth. The scope includes referrals and aftercare coordination conducted in accordance with IHS standards. Performance will take place at a state-licensed facility in Portland, Oregon, from March 28, 2026, through September 27, 2026.
