Conventional Ammunition Demilitarization

The U.S. Army Contracting Command - Rock Island, on behalf of the Product Director Demilitarization, is issuing solicitation W519TC-26-R-0007 for the demilitarization, recycling, reuse, treatment, and disposal of various conventional ammunition families. This requirement is classified under NAICS 332993 Ammunition (except Small Arms) Manufacturing and PSC 1376 BULK EXPLOSIVES. The procurement is conducted as a full and open competition with a set-aside of NONE. The government intends to award five-year Firm Fixed Price, Indefinite Delivery Indefinite Quantity supply contracts covering fiscal years 2027 through 2031, with performance located in Rock Island, Illinois.

The solicitation is organized into six Contract Line Item Number (CLIN) groups: 30mm Depleted Uranium cartridges, Improved Conventional Munitions, 20mm cartridges, Hexachloroethane smoke munitions, flares, and rocket motors from the Multiple Launch Rocket System. CLIN groups 1, 3, and 6 are designated for single awards, while groups 2, 4, and 5 are designated for multi-award contracts. The government will evaluate proposals using a best value tradeoff process in accordance with FAR 15.101-1. The maximum quantities across all awards include over 7.8 million 30mm cartridges, 9.6 million 20mm cartridges, and 17,500 rocket motors.

Responses are due by May 21, 2026. The solicitation includes 24 attachments, such as the Price Evaluation Spreadsheet and the Statement of Work, both revised in May 2026.
