Justification:
This acquisition will be a sole source firm fixed -price contract because the market research was done through talking to SME' s ln the lndustry, online searches, and discussions with personnel at the International Convention of Air Shows. All available AT-6D Texan, 1952 Harvard Mk UV (T-6G), 1942 Consolidated BT-13, 1946 L-13 Dragon Fly were spoken to. Out of that group, only one business was both willing and able to perform the required services. Historically for all Eielson Open House Air Shows only CAF based in Anchorage has been the only company willing to make the trip to interior Alaska .
The Government is not aware of any other vendors other than Commemorative Air Force to provide these services without compromising the required criteria cited in the sole source justification letter.
The Government lntends to acqire this requirement under the guidelines of FAR Part 6. The Government intends to solicit and negotiate directly with CAF in accordance with FAR 6.103-1(b) Only one responsible sourve and no other supplies or services will satifsy agency requirements, (a) Authority, (1) Citations: 10 U.S.C 3204(a)(1).
This is not a solicitation for competitive quotes.However if any interested party that can provide this product without comprimisng the required criteria, you may submit a statement of capabilities that may be considered by the 354th Contracting Squadron.
A statement of capabilites must include the Air Frames listed above and a written plan for the Air Show. These requirements shall be received by 1300 (AKDT) on 18 March 2026. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.
The capablity statement, a price list and any other information furnished must be provided via email and must contain material in sufficient detail to allow the Government determination if the part can meet the requirements being asked for. All material should be emailed to:
