COVID-19 PPE and Medical Supplies

The Federal Emergency Management Agency (FEMA) issued this combined synopsis and solicitation, identified by solicitation number 70FA2020R00000011, for the procurement of COVID-19 personal protective equipment (PPE) and medical supplies. The requirement is classified under NAICS 423450, Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers, and PSC 6515, Medical and Surgical Instruments, Equipment, and Supplies. This opportunity was originally published on March 26, 2020, with a response deadline of May 10, 2020, for performance within the United States. Documentation associated with the notice includes 12 attachments, such as supply listings for face shields, gowns, coveralls, masks, and gloves, as well as multiple question-and-answer amendments.

FEMA has withdrawn this solicitation effective immediately due to an interagency transition of mission responsibility to the Defense Logistics Agency (DLA). As a result of this transition, offerors who submitted proposals, capability statements, or other responses will not receive further correspondence unless previously contacted by the government. Future requirements for items including medical examination gloves, face shields, surgical masks, N95 respirators, gowns, hand sanitizer, and viral transport kits are being transitioned to DLA procurement vehicles.

For continued consideration, the DLA has active requests for information for various PPE categories and medical thermometers, human remains pouches, and swabs. Additionally, DLA Troop Support is utilizing its Special Operational Equipment Tailored Logistics Support Program to identify domestic producers for near-term requirements. All further communications regarding these medical supplies and equipment are redirected to the DLA following the formal withdrawal of the FEMA solicitation.
