The Defense Contract Management Agency (DCMA) issued this pre-solicitation notice to procure 24 licenses for a web-based comprehensive company financial capability assessment tool. The successful vendor will provide a commercial product that grants access to company-provided financial statements, publicly available financial information, industry comparison studies, credit history, and market analysis. These resources will enable the government to evaluate the probability of a company encountering liquidity or solvency problems and assess its capacity to support current and future workloads, thereby lowering the risk of poor contract performance. Performance is located in Fort Lee, Virginia.
This procurement is conducted under NAICS 519290 for Web Search Portals and All Other Information Services and PSC 7630 for NEWSPAPERS AND PERIODICALS. There is no set-aside for this requirement. The government intends to issue a direct Request for Quote (RFQ) on or around April 30, 2026, with an anticipated award date of May 18, 2026, and license activation by June 1, 2026. Evaluation for award will be based on technical capability, price, and past performance. Vendors are encouraged to submit demonstrations or testing of their web-based systems as part of the technical evaluation.
