This is a solicitation for MK54 Band Assembly, Door Retention, Cold Gas. This announcement constitutes the only solicitation. A Sources Sought was posted on December 8, 2020. The Naval Sea Systems Command (NAVSEA), Naval Undersea Warfare Center Division, Keyport has a requirement for MK54 Band Assembly, Door Retention, Cold Gas in accordance with NAVSEA drawing 8290521 dated February 24, 2015 and the following: Band Assembly - Door Retention, NAVSEA drawing 7609030 dated May 2, 2006 Bracket, Male - Door Retention, NAVSEA drawing 7609028 dated May 20, 2008 Bracket, Female - Door Retention, NAVSEA drawing 7609029 dated 2008/05/20; NAVSEA Technical Requirements for Verification of Annotated and Unannotated Characteristics, TR5624413G dated 5 February 2020; Band - Door Retention, NAVSEA drawing 5816561 Revision K dated October 16, 2008 with the following exception: Change the verbiage in Note 4 as follows: from "Dimensions in accordance with drawing 5816572" to "Dimension IAW drawing 7609030, replace references to MIL-STD-2219 with AWS D17.1, replace references to SAE AMS-QQ-P-35 with SAE AMS 2700, replace references to ANSI Y14.5 with ASME Y14.5. Manufacturer shall be ISO 9001:2008 certified. A Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract will be issued for a base quantity and four (4) option quantities. The solicitation issued as a Request for Proposal (RFP) is N0025321R0005 and is attached to this announcement. The RFP is posted and available for download at SAM.gov. Offerors wishing to submit a proposal are responsible for downloading their own copy of the solicitation from this website and to frequently monitor the site for any amendments to the solicitation. Failure to respond to the electronically posted solicitation and associated amendments, if applicable, prior to the date and time set for receipt of proposals may render an offers proposal non-responsive and result in rejection. Provisions and clauses in effect through the latest Federal Acquisition Circulars are included in the attached solicitation. Applicable NAICS code for this requirement is 332510, Hardware Manufacturing, with a size standard of 750 employees. This procurement will be conducted as full and open competition. The Small Business Office concurs with the decision to solicit this requirement as a total small business set aside. Requirements and evaluation procedures are listed in the attached solicitation. The closing date of the solicitation is September22, 2021 by 1:00 P.M. Pacific Time unless changed by amendment to the solicitation. Drawings and technical information referenced in this solicitation are restricted by the Arms Control Act and are ONLY available to vendors/contractors appointed data custodian that is registered with the Defense Logistics Information Service (DLIS) Joint Certification Program (JCP).
