View moreOffers will need to include a completed Rental Proposal Worksheet, proof of registration in www.sam.gov (i.e. active CAGE code), and the existing floor plan. Attached is a copy of the lease document, the general conditions, the construction specifications, the janitorial specifications, the rental proposal worksheet, and instructions for System for Award Management (SAM) registration. Thoroughly review all documents and make sure that you agree to the terms presented. The first four (4) pages of the lease have negotiable terms; however, the general conditions are standard and are not negotiable and must be accepted as written and shown on the attached file. Review the construction specifications completely as they stipulate additional lessor responsibilities.
Leases are negotiated for a 5-year term, but they include a clause stating the Government can terminate giving reasonable days’ notice. In order to incorporate firm term years, meaning the Government cannot get out of the lease for a specified period of time, we ask the lessor to provide a significant contribution towards the build-out costs. Five year firm term leases are generally not considered.
Following are the factors that will be considered when evaluating bids/offers:

The Department of the Army, via the U.S. Army Corps of Engineers (USACE) Louisville District, is soliciting offers for an Armed Forces Career Center in Baytown, Texas. This requirement falls under NAICS 531190 for Lessors of Other Real Estate Property and PSC X1AA for Lease/Rental of Office Buildings. The government seeks approximately 5,740 usable square feet of commercial retail or office space located within a delineated area bounded by Wallisville Road, Highway 146, and Wade Road. The facility must accommodate secondary egress, daytime janitorial services, and visible signage. Parking requirements include 21 designated spaces for government-owned vehicles available 24/7, plus employee and visitor parking within four blocks of the site.
The solicitation specifies a five-year lease term, which includes a clause allowing the government to terminate with reasonable notice. Proposals are evaluated based on location, the ability to meet all construction and security specifications, competitive costs, and qualitative client ratings. Certain neighboring business types, such as bars, liquor stores, or adult entertainment venues, may result in a site being eliminated from competition due to non-compatibility. Offerors must be registered in the System for Award Management (SAM) and submit a completed rental proposal worksheet, proof of active registration, and an existing floor plan.
The response deadline for solicitation W912QR-BAYTOWNTXFY26 is May 5, 2026, at 5:30 pm. Monalisa Zewatski serves as the primary point of contact for this requirement. The notice includes nine attachments, such as construction and janitorial specifications, a proposal to lease space, and agency agreement certifications. Evaluation will prioritize offers that align with the best interests of the government regarding both build-out contributions and mission-specific qualitative factors.
