This is a Special Notice and does not constitute a commitment, implied or otherwise, that the National Aeronautics and Space Administration (NASA) will take action in this matter.
Background:
As NASA plans for the retirement of the International Space Station at the end of the decade, the ability of private industry to take on the task of providing routine utilization of low-Earth orbit (LEO) and maintaining a continuous U.S. presence in space is of vital importance to both NASA and U.S. goals.
In a multiphase strategy, the Lyndon B. Johnson Space Center’s (JSC) Commercial Low-Earth Orbit Development Program (CLDP) is helping to spur the development of new low-Earth orbit space destinations and supporting systems from private industry. These systems may include end-to-end services such as the in-orbit destination, visiting vehicles, and supporting launch vehicles and ground systems.
NASA is currently developing requirements for Commercial LEO Destination (CLD) capabilities to safely support operations of NASA astronauts and spaceflight participants in LEO on a commercially owned and operated space system. See the links here for additional information: https://www.nasa.gov/leo-economy/low-earth-orbit-economy/ and NASA's Low Earth Orbit Microgravity Strategy.
Purpose:
NASA’s CLDP is providing an industry update per the attached presentation slides to communicate the CLD’s Phase 2 acquisition strategy. Industry is invited to provide input in the form of written questions and/or comments to support NASA’s evolving acquisition strategy and enable NASA to refine and mature the Phase 2 acquisition strategy. All questions/comments must be submitted electronically via email to Rogelio Curiel at [email protected] no later than 5:00pm EST on Jan 7, 2025. Please reference "80JSC025CLDPacquisitionUPDATE2024DEC" in any response. Telephone questions will not be accepted. NASA expects to provide additional information in the form of questions and answers; therefore interested parties should note that any questions submitted and their corresponding answers will be posted on this website on a non-attributable basis.
NASA plans to provide additional opportunities to communicate to Industry and intends to hold future acquisition strategy briefings. The next acquisition briefing is tentatively planned the week of Jan 13, 2025 (additional details are forthcoming and will be posted on SAM.gov).
No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.
The National Aeronautics and Space Administration (NASA) issued this special notice regarding the Phase 2 acquisition strategy for the Commercial Low Earth Orbit (LEO) Development Program (CLDP). As NASA prepares for the retirement of the International Space Station, the CLDP aims to facilitate the development of commercially owned and operated space destinations and supporting systems. These systems may encompass end-to-end services, including in-orbit destinations, visiting vehicles, launch vehicles, and ground systems. This effort falls under NAICS 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and PSC AR11, Space R&D Services; Space Flight, Research and Supporting Activities; Basic Research.
Administered by the Lyndon B. Johnson Space Center in Houston, Texas, the program is currently refining requirements to support NASA astronauts and spaceflight participants on commercial platforms. The agency has modified this notice to cancel a previously planned January 2025 acquisition briefing, electing instead to provide updated presentation slides and written responses to industry inquiries. The project documentation includes three attachments: an initial acquisition update, a revised update dated January 27, 2025, and a questions and answers document.
The response deadline for industry questions and comments was January 10, 2025, with submissions directed to Rogelio Curiel under solicitation number 80JSC025CLDPacquisitionUPDATE2024DEC. NASA intends to use the feedback gathered from industry to mature the Phase 2 strategy and plans to host future briefings as the acquisition process progresses. This notice is for informational and planning purposes only and does not constitute a formal solicitation.
