K-1 Reading Intervention Resources

The Department of Defense Education Activity (DoDEA) has issued solicitation HE125426QE049 for K-1 digital reading intervention resources. This requirement is categorized under NAICS 513130, Book Publishers, and PSC U009, Education/Training-General. The procurement is designated as an 8AN (8(a) Sole Source) set-aside. Following market research conducted between December 2025 and February 2026, the agency determined that Benchmark Education Company is the only identified source capable of providing the necessary materials.

The scope of this action involves a sole source bridge contract to maintain continuity of instruction within DoDEA’s existing literacy programs. The resources are currently integrated into the instructional framework, and the bridge action is intended to prevent operational risks, such as retraining requirements and service delivery delays, while a full and open competition is planned for fiscal year 2027.
