The U.S. Forest Service is issuing this Request for Information (RFI) for the End of the World (EOTW) long-term stewardship project located within the Nez Perce-Clearwater National Forest in Grangeville, Idaho. The primary objectives of this initiative are to mitigate the risks of wildfires, insects, and disease while restoring forest vegetation and improving water quality. The agency is considering a 10-year Integrated Resource Stewardship Contract to implement treatments across approximately 17,000 gross acres. This notice is classified under NAICS 113310 Logging and PSC F099 Natural Resources/Conservation- Other.
The scope of work involves a combination of product removal and service-based activities. The project anticipates the harvest and transportation of approximately 50 million board feet (MMBF) of commercial timber using tractor, skyline, shovel, or tethered logging systems. Service requirements include timber sale preparation, such as unit layout and cruising; road maintenance, construction, and decommissioning; and low-value stand treatments including precommercial thinning and mastication. Fuel management activities, such as biomass removal, slash piling, and fuel break construction, are also planned. Service Contract Act wages will apply to non-construction tasks, while road construction requirements will be subject to Davis-Bacon wages and applicable bonding.
This Sources Sought notice, identified by solicitation number 12363N25R4014, is intended to gather feedback from interested parties to inform the final project design, scope, and feasibility. The Forest Service has provided 17 attachments for industry review, including draft worklists, statements of qualifications, and planning maps. Product values at awarded rates will be utilized to offset the costs of service work items throughout the anticipated 10-year performance period. Responses and inquiries are directed to Matt Daigle, Stewardship Acquisition Program Support Officer.
