The purpose of this announcement is to post the Government responses to questions submitted on 17 December 2019 for the upcoming Precision Strike Package Technical Documentation Project (PSP TDP) formal solicitation. Please view the attached Government responses and updated Performance Work Statement (PWS)(Attachment 1) which incorporated Appendix A: PSP TDP Process Diagram. As detailed in the responses and attachment, this requirement is solely for the Contractor to take Government approved source data and make Government directed updates in accordance with the Technical Manual Contract Requirements (TMCR) for the SOF/PR C-130 fleet. The formal Request for Proposal (RFP) has an estimated release date of the end of January, early February 2020. The Government will allow for additional questions after the formal solicitation release. Please be sure to include the Contracting Officer and Contract Specialist identified in this notice on all correspondence. ----- The purpose of this announcement is to notify industry of the upcoming release of the Request for Proposal (RFP) for the Special Operation Forces (SOF) C-130 Precision Strike Package (PSP) Technical Documentation Project (TDP) originally posted under FA8509-19-R-0020. This effort serves to provide updates to the technical manuals in support of the PSP aboard the SOF C-130 fleet. At this time, the Special Operations Forces/Personnel Recovery (SOF/PR) Office at Robins, AFB at Warner Robins, GA has an estimated solicitation issue date oflate January 2020. The applicable NAICS code for this effort is 541330, Engineering Services exception A with a size standard of $41.5M. As stated in the original posting, this effort will be a Total Small Business Set Aside and has been determined commercial pursuant to FAR Part 12 Acquisition of Commercial Items. The solicitation will include three (3) Contract Line Items (CLINs) for X001 Technical Data Development, X002 Over and Above, and X003 Contract Data Requirements List (CDRLs). This effort will be a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract, and is estimated to have one (1) Basic Year and two (2) annual Option Years.
