This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting . FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a firm fixed price contract with Interstate Electronics Corporation, DBA: L-3 Interstate Electronics (L-3), 3033 Science Park Road, San Diego, CA 92121-1101, for evaluation and repair of fielded VideoScout video management systems. Delivery is required F.O.B. Destination: NSWC Crane, IN 47522-5001. This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1; only one responsible source and no other supplies will satisfy agency requirements. The basis for restricting competition is L-3 Interstate Electronics proprietary technical information and the duplicative cost to the Government that it would not expect to be recovered through competition. No formal solicitation will be issued. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
