52.212-2 EVALUATION COMMERCIAL ITEMS (OCT 2014) The provision at 52.212-2, Evaluation -- Commercial Items, will be used. The comparative evaluation procedures will be used in accordance with FAR 13.106-2(b)(3). The Government will award a Firm-Fixed Price contract to the responsible quoter using a comparative evaluation. The comparative evaluation will be performed in accordance with FAR 13.106-2(b)(3). The government reserves the right to select a quotation that provides benefit to the government that exceeds the minimum but is not required to do so. Quoters are advised that the quotation may exceed the requirements, but the government is not requesting or accepting alternate quotes; each response must respond to the solicitation requirement, Statement of Need (SON) and the RFQ. Quoters shall submit a letter of authorization from the Original Equipment manufacturer for all E-books being offered. And submit a signed Limitation on Sub-Contracting (LOS). The government will apply the following comparative evaluation process as the basis for the award: Assess the direct comparison of one quote with another using a uniform and fair approach to determine which quote provides the government what it needs, where and when in accordance with the SON and RFQ. Factors: Technical, Past Performance, Delivery/installation, and Price 1. Technical: A. Statement of Need: Must be able to meet Statement of Need specifications to provide electronic journal subscriptions from various publishers and capability to provide International Standards Serial Number (ISSN# s) for all subscriptions. B. Required Documentation: Provide documentation describing capabilities and approach to provide electronic journal subscriptions. B. Deliverables Contractor must have capability to provide subscription services to all internet portal (IP s) addresses located in the Statement of Need and Delivery Schedule. Required Documentation: Provide documentation describing ability to provide subscriptions via all IP addresses. 2. Performance: Must submit 3 past performances for the same or similar products/services provided to other government entities or private sectors. 3. Delivery/installation: Shall complete delivery and installation 30 days after receipt of the award. 4. Price: This factor evaluates the overall price to determine if the proposed price is fair and reasonable. The Government may determine an offer unacceptable if the proposed prices are materially unbalanced which is defined as significantly understated or overstated in relation to the actual cost of that work or when the price is determined not to be fair and reasonable. Most advantageous to the government, quotes must use the enclosed Price Schedule. Once one quotation is found acceptable, it is compared to the remaining ones, and the best one is chosen for the best value to the government. The Government intends to make award selection without clarification or discussion but may determine after evaluating submitted quotes that the elements stated in FAR 13.106-2(b) for evaluation procedures are necessary and conduct them as appropriate. The Government reserves the right to make no award if no quotes meet the requirements of this solicitation. To be eligible for award offerors must be registered in System for Award Management (SAM) prior to submission of the quote in accordance with the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items.
