CA NP MOJA 11(2) 10(2) KELBAKER, KELSO-CIMA, CIMA and MORNING STAR MINE ROADS

The Federal Highway Administration (FHWA), Central Federal Lands Highway Division, in coordination with the National Park Service, is soliciting bids for the CA NP MOJA 11(2) 10(2) project. This initiative involves the resurfacing, restoration, and rehabilitation of approximately 56.5 miles of roadway within the Mojave National Preserve in San Bernardino County, California. The project is structured as an Invitation for Bid (IFB) under full and open competition with a HUBZone price preference, targeting improvements to Kelso-Cima Road, South Kelbaker Road, and Morningstar Mine Road to enhance safety and visitor access. The scope of work includes full-depth reclamation of existing pavement, placement of new asphalt concrete, and the widening of roadways to a consistent 26 feet. Significant technical requirements involve reinforcing 48 low water crossings with buried concrete barriers and riprap, installing 44 miles of tortoise barrier fencing, and constructing 2,400 linear feet of tortoise crossing structures. The estimated cost for these improvements ranges between $80,000,000 and $120,000,000, with performance occurring in a natural resource sensitive area subject to strict environmental and construction schedule constraints. The solicitation package includes a comprehensive set of engineering plans, signed and sealed cross-sections, and geotechnical reports. Throughout the solicitation period, the government issued five formal amendments and multiple sets of technical clarifications.
