Notice of Intent to Sole Source to Life Technologies

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Life Technologies Corporation for the reagents/consumables required to run 3130XL and 3500XL Genetic Analyzers on site. We operate two ABI (ThermoFisher) Instruments in our sequencing core facility that are only compatible with ABI sequencing products and reagents due to the chemistries needed for our system. Extensive correlation testing and validation would be required to ensure results are accurate if other products were considered. These reagents are consistent with the sequencing chemistries we run division wide and Life Technologies is the only supplier to manufacture them to be compatible with the existing reagents and supplies distributed to our users on an ongoing basis. Products from other companies were not considered due to lack of compliance with FDA requirements. No other products were considered because extensive correlation studies would have to be performed in order to validate the accuracy of the test results. Also, the products do not physically fit the machine we are using. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 2 days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
