Region 1 – Region 4 Forest Engineering and Road Maintenance (FERM) Blanket Purchase Agreement

The U.S. Forest Service, through the USDA-FS Stewardship Contracting Branch, issued solicitation 12363N23Q4200 for the Region 1 – Region 4 Forest Engineering and Road Maintenance (FERM) Blanket Purchase Agreement. This project is a 100% small business set-aside under NAICS 237310 for Highway, Street, and Bridge Construction and PSC Y1LB for Construction of Highways, Roads, Streets, Bridges, and Railways. The resulting National BPA covers both road maintenance services and road construction work across ten states. Performance is scheduled from summer 2023 through July 2033, and the solicitation remains open and continuous during this 10-year period to add vendors as necessary.

The scope of work includes providing all labor, supervision, equipment, materials, and transportation required for infrastructure repairs and maintenance within National Forests and Grasslands across Regions 1 and 4. Specific locations include the Beaverhead-Deerlodge, Boise, Humboldt-Toiyabe, and Uinta-Wasatch-Cache National Forests, among several others, as well as various National Grasslands such as the Little Missouri and Curlew. Contractors must navigate varying terrain ranging from moderate hills to steep grades and soil conditions spanning from soft sand to compacted rock. Due to storm damage, the agency anticipated issuing emergency repair call orders to early offerors before the initial response deadline.

The primary place of performance is Ogden, Utah, and the point of contact for engineering is Annora Nelson. The initial response deadline was June 30, 2023, with electronic submissions directed to multiple designated agency email addresses and a secure upload box. The solicitation included 81 attachments, including various wage determinations for Utah, Montana, California, and Washington, as well as subsequent award notices. This agreement is available for use by all federal agencies for the duration of its performance period.
