US Navy Submarine EDG Global Repair Contract

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Fairbanks Morse, Beloit, WI for Emergency Diesel Generator (EDG) Global Repair Services. The Government intends to make an award in the 2nd quarter of fiscal year 2021. The contractor shall provide US Navy Submarine EDG Original Equipment Manufacturer (OEM) services to perform damage assessment and failure analysis efforts, conduct shipboard and in-shop maintenance and repair efforts, and provide emergent technical support on US Navy Submarine EDG diesel engines and support systems. This support is applicable to the following ship classes: SSBN/SSGN 726 Class EDG 720 RPM, 1200/1300 eKW SSN 688 Class EDG 720 RPM, 800/850 eKW SSN 21 Class EDG 900 RPM, 1000/1065 eKW This is a new procurement for this requirement. Based on the results of the sources sought notice published on30 March 2020on beta.SAM.gov, in concurrence with the NSWCPD Director Small Business this procurement is not a small business set-aside. It is anticipated that two awards will be made from the solicitation: A Time and Material indefinite delivery-indefinite quantity (IDIQ) contract with an estimated period of performance of five years and a Basic Ordering Agreement with an estimated period of performance of five years. Fixed priced services and material associated with this requirement will be placed under the BOA. The T&M services and related material with be placed under the T&M IDIQ contract. Pursuant to 10 U.S.C 2304(c)(1), Fairbanks Morse is the only responsible source capable of fulfilling the Navys requirements for the specified effort. The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
