The Department of the Air Force, Air Force Installation Contracting Center, 338 Enterprise Sourcing Squadron, Lifecycle Training Flight at Joint Base San Antonio-Randolph intends to award a sole-source Indefinite Delivery, Indefinite Quantity contract to Air Center Helicopters for rotary wing airlift support services. This requirement supports the Special Warfare Training Wing under solicitation number FA3002SWTW-03. The procurement is classified under NAICS 481219 Other Nonscheduled Air Transportation and PSC V119 TRANSPORTATION/TRAVEL/RELOCATION- TRANSPORTATION: OTHER, with no set-aside designated. The anticipated ordering period for these services runs from January 31, 2027, through January 30, 2032, with the primary place of performance located in DWG, Texas.
The rationale for the sole-source award is based on specific mission requirements that the Air Force has determined only Air Center Helicopters can fulfill. Necessary capabilities include providing AMC CARB certified aircraft equipped with cabin doors and FRIES bars on both sides, a functional hoist rated to 550 pounds, and at least eight sets of night vision goggles for contractor aircrew. The vendor must operate both small and large airframes of the same type to support at least eight combat personnel and one instructor, while maintaining the capacity to provide replacement aircraft within 36 hours during maintenance issues. Interested parties may submit capability statements demonstrating their ability to provide equivalent services by the June 5, 2026, deadline. A single attachment, a Performance Work Statement in .docx format, was included with the notice published on May 21, 2026.
