SOLE SOURCE NOTICE OF INTENT Department of Labor (DOL) Office of Workers Compensation Programs (OWCP) Division of Federal Compensation (DFEC) - San Francisco District Office Medical Second Opinion (SECOP) and Medical Examination Services for the San Francisco District Office Solicitation Number 1605DC-20-R-00019 The Department of Labor, on behalf of the Office of Workers Compensation Programs (OWCP) Division of Federal Compensation (DFEC) - San Francisco District Office, intends to negotiate and award a Sole Source, Firm Fixed Price (FFP) Indefinite Delivery / Indefinite Quantity (IDIQ) Contract to QTC Medical Services, Inc. (QTC), 21700 Copley Dr., Suite 200, Diamond Bar, CA 91765-2219, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. QTC will provide medical evaluation of workers who submit compensation claims. The critical elements of these services include: 1) The ability to provide adequate and sufficient numbers of qualified required physicians/specialists within the metropolitan statistical area of whom do not possess a conflict of interest; 2) The timely delivery of a quality, viable medical report(s); 3) The verification and replication of impairment ratings by a reliable, certifiable and standardized process; and 4) The timeliness of scheduling medical appointments.
