F402 Shadow Stereo and AV-8B XLVU Borescope, Repair and service

All other details of this synopsis remain unchanged. ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ ORIGINAL SYNOPSIS POSTING: The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWC-AD) intends to award a fixed price contract for the repair, service, and test to maintain F402 Shadow Stereo and AV-8B XLVU Borescopes (Part Numbers: XLGOB6120M-F402 and XLVUD6130-FOD). This effort will include requirements to repair, replace, test, and align the F402 Shadow Stereo Borescope and AV-8B XLVU Borescope, returning them to Ready for Issue (RFI) condition to the F402 Engine Fleet Customer. The F402 Shadow Stereo Borescope and AV-8B XLVU Borescopes are used during regular inspections to assist maintenance in the inspection of F402 engines for damage. Repair and Service to maintain the thirty seven (37) F402 Shadow Stereo Borescopes and thirty (30) AV-8B XLVU Borescopes is required over a five (5) year period in support of the United States Marine Corp (USMC) AV-8B Harrier operations. Market Research was performed and Waygate Technologies USA, LP (Waygate Technologies) (Cage Code: 052B7) was determined as the only capable vendor of fulfilling this requirement. Waygate Technologies is the original designer, developer and manufacturer of both the Shadow Stereo Borescope (Part Number: XLGOB6120M-F402) and AV-8B XLVU Borescope (Part Number: P/N XLVUD6130-FOD) and is the only source with the requisite system knowledge, experience and technical expertise to complete repairs, maintenance and/or calibration as required. Waygate Technologies is the Original Equipment Manufacturer and owns the data rights to the F402 Shadow Stereo Borescope and AV-8B XLVU Borescope used to support the AV-8B, F402 aircraft engine inspection program. The United States Government does not have the rights to the technical data, drawings, design criteria or proprietary data. Without the proprietary technical data and repair equipment, it would not be possible for any other source to support the F402 Shadow Stereo Borescope or AV-8B XLVU Borescope. Therefore, this action will be an establishment of a sole source contract action to Waygate Technologies, located in Skaneateles, NY 13152-6475. NAWC-AD intends to award this order under the authority of 10 U.S.C. 3204(a)(1) (formerly known as 10 U.S.C. 2304(c)(1) ), Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
