The Department of the Air Force, specifically the 82d Contracting Squadron, has issued a combined synopsis/solicitation under number FA302026Q0013 for kitchen exhaust hood cleaning and certification services. This requirement is a 100% set-aside for Economically Disadvantaged Woman Owned Small Business (EDWOSB) concerns. The government seeks a service provider to furnish all personnel, equipment, tools, and expertise necessary to clean and certify kitchen exhaust hoods and ducts at Sheppard Air Force Base and the Sheppard Annex at Lake Texoma, Texas. The contractor must maintain industry-standard certifications, such as those from the International Kitchen Exhaust Cleaning Association (IKECA), and ensure at least one certified technician remains on-site during all work performance.
The scope of work involves a continuation of services across various facilities, with the potential for modifications due to facility utilization changes, renovations, or new construction. Performance includes providing proof of certification for specialists annually and specifying the volume of work, such as the number of hoods cleaned per year, in past performance documentation. This acquisition is categorized under NAICS code 561790, Other Services to Buildings and Dwellings, and PSC J041, Maintenance, Repair, and Rebuild of Equipment- Refrigeration, Air Conditioning, and Air Circulating Equipment. While the solicitation is active, funds are not presently available, and no award will be made until funding is secured.
Proposals are due by June 22, 2026, at 4:00 PM Central Time and must remain valid through September 30, 2026. Submissions are to be delivered via email to the primary point of contact, Joshua M. Mills, at Sheppard AFB, Texas. Recent amendments to the solicitation have clarified that formal Small Business Administration approval is only required for Joint Ventures and Mentor-Protégé agreements rather than standard prime and subcontractor relationships. The solicitation includes 18 attachments, such as price exhibits, instructions to offerors, technical questions and answers, and site visit documentation.
