This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Proposal (RFP). The Network Enterprise Technology Command (NETCOM) has a requirement for brand name products and licenses. The attached Justif ication provides NETCOM with Commercial Off-the-Shelf COTS) software products and licenses for supporting Enterprise Level requirements of new licenses and upgrades to existing licenses in support of the Configuration Management Data Base/Service Desk (CMDB/SD) System. ITEC4-W intends to award a contract on a competitive basis for these products. Provisions and clauses applicable to this acquisition are as follows: FAR 52.212-1, Instructions to Offerors-Commercial Items (Jan 2005); FAR 52.212-3, Alternate I, Offeror Representations and Certifications-Commercial Items (Mar 2005); FAR 52.212-4, Contract Terms and Conditions- Commercial Items (Sept 2005); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order- Commercial Items, to include clauses marked with an X in the attached RFQ; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Mar 2006), to include clauses marked with an X in the attached RFQ, and other clauses as delineated in the RFQ.
