D--Control Number: AGC-11-0006; Justification and Approval For an Exception to Fair Opportunity

This contract action was accomplished using other than competitive procedures because this is a task/delivery order where an exception to fair opportunity requirements was approved due to only one source being available (FAR 8.405-6(b)(1) or 16.505(b)(2)(ii)). The purpose of this sole source task order is to integrate Proactive Real-Property Interactive Space Management System/Management Command & Control (PRISMS/MC2) with Army Mapper by leveraging existing PRISMS technical infrastructure, existing capabilities, and data resources thus enabling a new level of spatial capabilities to support installation with data-driven decision-making tools. In accordance with FAR 16.505(b)(2)(i)(B), a contracting officer may issue an order placed under a multiple-award contract on a sole-source basis when only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The "Only One Contractor is Capable" exception and the conditions to place an order utilizing the "Only One Contractor is Capable" is also outlined in the basic contract award under Exhibit E, "Task Order Placement Procedures."
