The Department of the Air Force, Air Force Test Center (AFTC), Directorate of Contracting at Edwards, California, has issued a combined synopsis/solicitation and notice of intent to negotiate a sole source contract with Wraith Systems. This requirement involves a one-year maintenance package, warranty extension, and technical refresh for F-35 Desktop Hands on Throttle-and-Stick (HOTAS) units. The procurement is classified under NAICS 334118, Computer Terminal and Other Computer Peripheral Equipment Manufacturing, and PSC 6610, Flight Instruments. There is no set-aside designated for this action, identified by solicitation number F1S0AX6126A001.
The scope of work includes the repair or replacement of normal use damage and defects for the F-35 Desktop HOTAS systems through new or refurbished parts. Additionally, the technical refresh component covers new firmware and software updates to existing units as they are submitted for repair. The AFTC justifies the sole source award to Wraith Systems under the statutory authority of 10 U.S.C. 3204(a)(1) due to the unique and proprietary nature of the hardware, as the manufacturer does not utilize authorized resellers.
The performance of these services will take place at Edwards Air Force Base, with a response deadline for interested parties set for May 22, 2026. While the government intends to proceed with a sole source award, responsible sources may submit capability statements, proposals, or quotations for consideration. The administrative record for this notice includes one attachment, a redacted justification and approval document posted on May 8, 2026. The primary point of contact for this requirement is Anne Beach.
