Environmental and Ship Motion Forecasting (ESMF) system

The Naval Surface Warfare Center (NSWC) Carderock is soliciting engineering support for the Environmental and Ship Motion Forecasting (ESMF) system under solicitation number N0016721R0004. This system provides sea-based forces with environmental and ship motion data for the Common Operation Tactical Picture to forecast windows of opportunity for inter-ship and intra-ship material and personnel movement. The ESMF system facilitates modeling and predictions for both single-ship and two-ship motions to support maritime operations.

The scope of this contract includes the design, fabrication, installation, and sustainment of existing and new versions of the ESMF system. The contractor will provide proof-of-concepts for new system applications and improve both hardware and software designs. This requirement is classified under NAICS 541715 for Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and PSC 2040 for Marine Hardware and Hull Items.

Responses are due by June 15, 2021, for work performed within the United States. The Department of the Navy has issued multiple amendments to this solicitation to address questions from potential offerors and update the 32 associated attachments.
