Naval Station Guantanamo Bay Base Operations Support Services

This is a Solicitation Noticefor Base Operations Support (BOS) Services at U.S. Naval Station Guantanamo Bay (NSGB), Cuba. The procuring contracting office is NAVFAC Southeast, Bldg. 903, P.O. This requirement includes all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform: Family Housing, Facility Management, Facility Investment, Custodial, Pest Control; Integrated Solid Waste Management (ISWM), Other (Swimming Pools), Grounds Maintenance and Landscaping, Utility Management, Electrical, Wastewater, Water, and Base Support Vehicles and Equipment (BSVE). The outcomes for this acquisition are consistent with the FAR 37.101 definition of service contracts. This requirement is performance based. The proposed contract type is a Facilities Support Indefinite-Quantity contract with recurring work (firm-fixed price) and non-recurring work (indefinite delivery, indefinite quantity) Contract Line Item Numbers (CLINS). It will be competitively procured using the policies and procedures of FAR Part 15, Contracting by Negotiation. The primary NAICS Code for this procurement is 561210 and the annual small business size standard is $41.5M dollars. The contract term is anticipated to be a base period of one-year and four one-year option periods, for a total contract performance period not to exceed five years. The base year recurring work requirement will be the overall minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under Federal Acquisition Regulation (FAR) clause 52.217-8 Option to Extend Services. This solicitation is advertised on an unrestricted basis, inviting full and open competition. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government. Asite visit brief has been scheduled at Naval Air Station Jacksonville on Monday, 6 January 2020. Following the brief, the site visit is tentatively scheduled for 8-9 January 2020 onboard NSGB.The itinerary will be provided via amendment. For the Site Visit Brief at NAS Jacksonville: All contractors must comply with the completion and submission of the Access Management System (AMAG) form (Attachment JL-2_N6945020R0010_AMAG) and Department of the Navy Local Population ID Card/Base Access Pass Registration, SECNAV 5512/1 form (Attachment JL-3_N6945020R0010_SECNAV5512) to gain access to NAS Jacksonville. The forms must be completed and returned to Jennifer Doherty at [email protected] (with a copy to Alternate at [email protected]) by 2:00 PM, EST, 19 December 2019. In addition, all contractors must bring the completed Department of the Navy Local Population ID Card/Base Access Pass Registration, SECNAV 5512/1 form to gain access to the location for the site visit. NOTE: The Government will complete Block 25 on Page 1 of the SECNAV 5512/1 Form. Only cleared contractors will be allowed to participate in the site visit. No questions will be answered at the sites.
