K-12 Instructional Resources and Transition Education for Students with Moderate-Severe Cognitive Disabilities

The Department of Defense Education Activity (DODEA) requires a 100% digital, commercial off-the-shelf (COTS) instructional solution to provide K-12 resources and transition education for students with moderate to severe cognitive disabilities. This requirement includes professional learning and technical support to assist with the implementation of the digital curriculum. The solution must align with DODEA’s College and Career Ready Standards for English language arts, mathematics, social studies, and science, as well as the agency's adopted alternative summative assessment. Because no industry standard exists for grouping these materials, the contractor must recommend appropriate grade-level or grade-band pairings for the resources provided.

The selected contractor will provide a platform that allows DODEA staff to download and print resources for internal use, such as worksheets for classroom groups or textbooks to fulfill specific Individual Educational Program (IEP) accommodations. There is no set-aside designated for this acquisition.
