2. Acquisition Approach & Submission Instructions
This acquisition will be conducted as a two-step process with the intent to award multiple Prototype OTAs. This approach encourages participation from non-traditional defense contractors and small businesses.
Step 1: Solution Briefs: Interested parties are invited to submit a Solution Brief package. This initial submission consists of two files:
A Solution Brief (15-page limit) detailing the technical merit, credibility, feasibility, and innovation of the proposed solution. This brief must include a Rough Order of Magnitude (ROM) cost estimate.
A Supporting Data Package (no page limit) with evidence to substantiate all claims.
Step 2: Request for Solution Proposal (RSP): Select offerors will be invited to submit a full proposal.
