MEDCOM OTSG Headquarter Capability Support (Programmatic and Financial) Services

The Department of the Army, through the USA Health Care Acquisition (W40M USA HCA), is soliciting programmatic and financial support services for the United States Army Medical Command (MEDCOM) Headquarters and the Office of the Surgeon General (OTSG). This requirement is a competitive 8(a) set-aside under NAICS code 541611, Administrative Management and General Management Consulting Services, and PSC R410, Support- Professional: Program Evaluation/Review/Development. The contractor will provide a range of capabilities including financial management, audit support, data analytics, medical research support, and information technology assistance. Additionally, the scope includes program management assistance involving process improvement, project management, strategic planning, and functional analysis.

Performance will take place at Joint Base San Antonio (JBSA) Fort Sam Houston, Texas, as well as the Defense Health Headquarters and remote locations. This effort serves as a follow-on contract to W81K04-22-C-0011 previously held by Seneca Global Services, LLC. Recent amendments to the solicitation have addressed contractor questions, updated personnel qualifications to designate managers in each labor category as key personnel, and incorporated a mission-essential services attachment along with a revised price matrix.

The solicitation was published on May 21, 2022, with a final response deadline of June 21, 2022. There are 13 total attachments associated with this notice, including a Quality Assurance Surveillance Plan (QASP), price matrices, and mission-essential services documentation.
