PREAWARD SYNOPSIS THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THIS SYNOPSIS IS A PRE AWARD NOTIFICATION OF THE GOVERNMENTS INTENT TO AWARD A SOLE SOURCE CONTRACT. General Information Document Type: Pre-Award Synopsis Program:KC-135 Fuel Flow Signal Conditioner Solicitation Number: FA811719R0020 Posted Date: 17 July 2019 Anticipated Contract Award: 07 October 2019 Contracting Office Address Department of the Air Force, AFSC/PZABA, Tinker AFB, 3001 Staff Drive, Tinker AFB, OK 73145, UNITED STATES Description The purpose of this synopsis is to notify industry of the Air Forces' intent to award a Sole Source contract directed towards Symetrics Industries, LLC (dba Extant) company with a Cage Code of 22830, pursuant to FAR 13.106-1(b)(1): Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Original Equipment Manufacturer (OEM), GE Aviation, is the only source with the data, parts, expertise, tools and test equipment necessary to repair sufficiently to meet the Government's needs. GE Aviation has licensed Symetrics Industries, LLC as the sole source repair vendor. The government does not own any data rights to this item. Symetrics Indistries is the only responsible source that can satisfy the agency requirement and provide these unique skills to meet the KC-135 system program office's requirement. The effort is in support of the KC-135. The contemplated contract is for repair of KC-135 Data Acquisition Amplifier NSN 5996-01-539-1351 P/N D6341000000 from Symetrics Industries. The contractor shall be required to accomplish repairs, delivery and provide program support. The proposed North American Industry Classification Systems (NAICS) Codes are as follows: 336413 Aircraft Manufacturing with a size standard of 1250 employees CONTRACT TYPE, PERIOD OF PERFORMANCE AND SMALL BUSINESS SUBCONTRACTING The current acquisition strategy is to issue a Firm Fixed Price contract with a basic year and four options under FAR 13. The contemplated period of performance is Oct 2019 thru Oct 2024. The anticipated CLIN schedule for the basic and option years will account for repair, No Fault Found (NFF), Beyond Economic Repair (BER), Over and Above (O&A), and Data. There are multiple delivery schedules during the estimated delivery period of Oct 2019 through Oct 2024. The approved copy of Single Source Justification is attached to this notice. The government has determined that this effort will not be small business set-aside. The contractor will be required to meet all small business participation requirements included in the contract, and fulfill all the requirements of the subcontracting plan included in the contract.
