Hangar Fire Suppression System

The Department of the Army, on behalf of the Washington Air National Guard at Fairchild Air Force Base, has issued this sources sought notice to identify potential contractors for the renovation of fire suppression systems in three separate hangars: H1029, H1033, and H1037. The project scope involves converting existing systems to automatic water-only, single-interlock preaction sprinkler systems, which requires replacing sprinklers, piping, and valves. The effort also includes the demolition of Aqueous Film Forming Foam (AFFF) systems and foam monitors, as well as the disposal of AFFF. This requirement is classified under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and PSC Z2EB (Repair or Alteration of Maintenance Buildings).

The estimated magnitude of the project is between $1,000,000 and $5,000,000, and it is currently associated with an SBA (SBA) set-aside designation. Interested parties must submit a written notice of intent to bid as a prime contractor by May 29, 2026. Submissions are limited to five pages and must include a signed Sources Sought Information Request Form, a list of relevant projects completed within the last three years—including contract numbers, dollar values, and points of contact—and an outline of the resources, subcontractors, and key personnel intended for the work.

Responses must be submitted via email to Matthew J. Berube at the USPFO Activity WAANG 141 office. This market research phase will determine if there is adequate competition to maintain a small business set-aside or if the solicitation will be issued as unrestricted.
