Stevedoring & Related Terminal Services (S&RTS) Ports in Malaysia

United States Transportation Command (USTRANSCOM) issued solicitation HTC711-26-Q-E119 to procure stevedoring and related terminal services (S&RTS) at various ports throughout Malaysia. The contractor will manage the full spectrum of Defense Transportation System sponsored cargo, including containers, vehicles, breakbulk, and rotary or fixed-wing aircraft. Primary operations involve vessel and truck loading and discharging, port reception and disposition, cargo management staging, intra-port transfers, and warehousing of government-provided dunnage and tiedown materials. The performance area covers ports located in Penang, Klang, Bintulu, Johor, Kuantan, Labuan, and Tanjung Pelepas, where the contractor must maintain the capability to work multiple vessels and decks simultaneously 24 hours a day, 365 days a year.

The scope of work encompasses all classes of supply, including military vehicles weighing up to 150,000 pounds, hazardous materials, sensitive or controlled items, and refrigerated cargo. All tasks must adhere to the Performance Work Statement and align with best commercial practices for marine cargo handling.
