View moreUnder this CSO, GDA has OT authority to partner with nontraditional and traditional defense contractors and non-profit research institutions to carry out prototype projects that are directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the DoD, or the improvement of platforms, systems, components, or materials in use by the armed forces for GDA. Eligibility. This CSO is a full and open acquisition. White Papers will be considered from all sources capable of addressing the objectives of this CSO, consistent with statute and regulation, including the security requirements of this effort.
CSO STRUCTURE/EXPECTATIONS. All White Papers/Proposals shall be submitted in accordance with this CSO. White Papers and Proposals must be submitted to Contracting POCs only, as specified in the CSO attachment and within each Amendment or Call. Contractors are advised that the submittal of a White Paper or Proposal is not a promise or guarantee of award. The Government intends to review all White Papers/Proposals and reserves the right to award some, all, part, or none of a Contractor's proposal content.
