The United States Forest Service (USFS), Incident Procurement Operations, Logistics Contracting Branch, intends to issue a firm-fixed-price sole source contract to Met One Instruments, Inc. This requirement, identified under solicitation number 1202SC23Q2701, supports the Rocky Mountain Fire Cache in Lakewood, Colorado, by providing replacement Wild Fire (WF) EBAM and WF E-Sampler Particulate Matter (PM) 2.5 smoke monitors. The scope includes proprietary support such as calibration, software upgrades, repairs, and Original Equipment Manufacturer (OEM) parts for existing USFS inventory. These monitors are critical to the Interagency Wildland Fire Air Quality Response Program for measuring real-time smoke impacts from prescribed and wildland fires.
The procurement is classified under NAICS 334519, Other Measuring and Controlling Device Manufacturing, and PSC 6695, Combination and Miscellaneous Instruments. The government intends to award this contract on or about July 15, 2023, utilizing simplified acquisition procedures for certain commercial items. The rationale for the sole source award is based on the proprietary nature of the Met One equipment and services. No other manufacturers are compatible with the existing systems without voiding warranties or posing safety risks, and there are no other authorized vendors capable of providing the necessary OEM parts and maintenance required to ensure mission readiness during fire seasons.
The response deadline for this special notice is June 28, 2023. While this is not a request for proposals, the government will consider statements from responsible sources that provide clear evidence of authorized third-party status from Met One Instruments, Inc. and demonstrate the capability to meet the specified technical requirements. Submissions must be sent to the point of contact, Matthew Cox, within fifteen days of publication. Documentation related to this notice includes a redacted justification and approval for non-competitive procurement.
