Intent to Sole Source - Telematics

Notice of Intent to award as a sole source requirement for the purchase and installation of telematics devices and peripheral equipment, to Syntech Systems Inc. This proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The US Customs and Border Protection has a requirement for the purchase and installation of telematics devices and related equipment for a portion of its vehicle fleet. This action is a logical follow-on to the previously awarded Fuel Management Initiative Program competitively awarded IDIQ contract, whereby an initial phase of telematics devices were purchased for various fleet vehicles. Those devices were specifically designed to be compatible with the operational capabilities of the fuel management hardware and software system (FMLive), as installed by that project. The new telematics devices must be compatible with the previously installed fuel management system. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. Any vendors who believe they can provide the services and can provide proof of ability to meet the requirements should email their company's capabilities information to the attention of Frank S. Duarte, Contracting Officer (CO), at [email protected], by August 10, 2017. Information submitted should support the company's capability to perform the work required.
